“瓯越调解上列车”项目破壳
为更加高质高效化解旅客矛盾纠纷，扩充列车平安志愿者队伍，杭州铁路公安处乘警支队开始向地方司法部门、律师团体寻求共建合作。
2024年9月初，支队在走访多家法律服务单位后，来到了温州市司法局。双方多次协商、精心筹备，调研需求、设计方案，温州市瓯越调解中心牵头迅速组建了一个由700多名专业律师组成的调解员库，明确了各项工作机制。
10月底，“瓯越调解上列车”项目破壳而出。

2024年10月23日，“瓯越调解上列车”服务项目在杭州铁路公安处乘警支队正式签约。
项目借助调解员库内律师乘坐列车出行的机会，将律师作为独立公正的第三方，利用自身法律实务知识及调解经验，及时就地调解旅客间的矛盾纠纷，帮助列车纠纷调解跑出“加速度”。
签约双方还研究制定了法律志愿服务配套机制，用于激励律师主动参与到列车纠纷调解。
签约当天，温州市瓯越调解中心肖立峰主任为乘警支队青年民警培训授课，在讲明“瓯越调解上列车”运行机制的同时，从律师的角度深度解读了矛盾调处的要点及技巧，拓宽了青年民警工作思路。

全线铺开
打造矛盾纠纷化解新样板
700多名律师志愿者的加入，为乘警支队管辖全线列车构建起矛盾化解新生态，在降低了警务压力的同时，推动“办事依法、遇事找法”风尚。
线下移动调解席
在列车乘警主持下，乘车律师对本趟列车上发生的旅客纠纷警情进行居中调解，有效防止普通矛盾纠纷激化升级，提升旅客出行安全感、满意度。

线上云调解室
为进一步发挥律师志愿者作用，乘警支队与瓯越调解中心打造“线上云调解室”，突破空间限制，通过微信群聊、视频通话等方式邀请律师作为独立公正第三方远程参与本趟列车上发生的旅客纠纷警情的居中调解，为旅客提供更加专业、便捷、柔性的调解途径。
今年1月底，G3256次列车上，两名旅客因座椅调解产生纠纷，由于当事双方目的地不同，行程安排紧张，在车上未就赔偿事宜达成一致。考虑到当事双方事后分隔两地，且距离较远，乘警支队邀请浙江金道（温州）律师事务所律师主持远程（网络）调解会进行调解，顺利调停了纠纷。

“瓯越调解上列车”项目实施以来，线上线下联动调解旅客纠纷100余起，获得了旅客群众的一致好评。 从平安列车志愿者团队组建 到“瓯越调解上列车” ，都是“枫桥式工作法” 在乘警岗位上的具体实践。
全面联动
探索矛盾纠纷化解新维度
“瓯越调解上列车”项目顺利开展，旅客满意度持续攀升。面对这一亮眼成绩，杭州铁路公安处乘警支队并未止步于“车厢调解”的成功，而是以“让好经验走出车厢，服务更多旅客”的使命感，开启了新一轮的创新探索。

在公安处党委的统一部署下，乘警支队积极对接联系各方，在高铁站内设立专门的“瓯越调解站车联动点”，建立调解员调度联络机制，以“线上线下一体、站内站外联动”的接力调解模式，确保矛盾纠纷化解的无缝衔接。
2月14日，经过各方酝酿协调，“瓯越调解站车联动点——温州南站”揭牌仪式在温州南站派出所举行。

3月7日，举行“瓯越调解站车联动点——杭州东站”揭牌仪式。杭州铁路公安处与温州市司法局、温州市瓯越调解中心、浙江法治报“法姐姐”公益服务队共同努力，创新治理模式，形成“法律解读+情绪疏导+矛盾调解”的全链条服务体系，共同朝着“小矛盾不下车，大纠纷不出站”的平安目标迈进。

从“瓯越调解上列车”到“瓯越调解站车联动”试点运行，乘警支队以先行先试、逐步推广的实践， 积极推动矛盾纠纷化解新机制的全面铺开。 预计在今年三季度，“瓯越调解站车联动点”将覆盖至公安处管内11个地市级所在地车站派出所，实现“瓯越调解”站车全省联动。
